Social dialogue as an integral part of the European integration of Ukraine

2022 Jul 20

On July 19, an international Conference on relief and reconstruction of Ukraine and its European perspective (#CivilSocietyForUkraine @EESC_REX @EESC_SOC @EU_EESC) was held in Krakow on the initiative of the European Economic and Social Committee.

As the President of the External Relations Section of the European Commission, Mrs. Dimitris Dimitriadis, noted, "We have specially convened this conference precisely at this difficult time. On the one hand, Ukraine has acquired the status of a candidate for EU membership, on the other hand, unprecedented aggression is destroying the country, causing pain, despair, loss and hope. And in these times, civil society and social dialogue must play their role in the process of restoring and unifying the nation."

The work of the conference was focused both on the political aspects of cooperation between Ukraine and the EU regarding European integration, and on assistance to internally and externally displaced persons, practical aspects of ensuring their safe stay and settlement in EU countries and in Ukraine.

Adviser of the Confederation of Employers of Ukraine Rodion Kolyshko took part in the panel dedicated to the possibilities of civil society organizations in their work with internally displaced persons and ensuring economic development. "Internally displaced persons are not just statistical numbers. These are people who lost their usual place of life and work, who migrated to EU countries and returned to Ukraine," said Rodion Kolyshko. "In the opinion of employers, the main thing in the period of total instability and threats is the safety of our citizens, in particular - prevention of human trafficking, especially forced migrants. The Confederation of Employers of Ukraine, with the support of the International Labour Organization, is currently working on creating a partnership of employers' organizations, enterprises of EU countries and Ukraine for the purpose of preventing human trafficking. The basis of this process should be the fundamental document of the International Labour Organization "Preventing forced labour" (https://www.ilo.org/global/topics/forced-labour/publications/WCMS_101171/lang--en/index.htm )."

Another aspect of the work of employers' organizations with internally displaced persons is to ensure that they quickly acquire practical knowledge and skills that would allow them to enter the labour market in the short term. "Have we already started the development of a specialized electronic platform that should contain accessible online resources on vocational training. Short-term courses, practical advice, electronic textbooks and many other electronic content that will help a person enter the labour market as soon as possible (perhaps with the receipt of a certificate of partial or micro professional qualification (microcredentials))”, Rodion Kolyshko noted.

For reference: according to the International Labour Organization, there are about 21 million people in the world whose labour is considered forced.
