Tripartite social and economic council

The National Tripartite Social and Economic Council (hereinafter referred to as “the National Council”) is an advisory body, which in accordance with the Law of Ukraine "On Social Dialogue in Ukraine" is formed of representatives of the Cabinet of Ministers of Ukraine, all-Ukrainian trade unions and their associations, all-Ukrainian associations employers' organizations (hereinafter - the parties to the social dialogue).
In its activities, the National Council is guided by the Constitution and laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, as well as the Regulations on its activities.
The National Council operates on the basis of equality and parity of the parties to the social dialogue; openness, voluntary and constructive nature of social dialogue; priority status of conciliation procedures and middle-ground solutions; the obligation to comply with the agreements reached and the implementation of decisions taken.
The main tasks of the National Council are as follows:
•    supporting alignment of the positions of the parties to the social dialogue regarding ways of further development of social, economic and labour relations, and conclusion of agreements on matters of regulation of such relations;
•    development, and submission to the President of Ukraine, of proposals regarding formation and implementation of the state social and economic policy.

In order to conduct social dialogue at the territorial level, equal numbers of representatives of the parties to the social dialogue of the relevant level establish territorial tripartite social and economic councils, in accordance with Article 17 of the Law of Ukraine “On Social Dialogue in Ukraine”. At the initiative of the parties, sectoral (intersectoral) tripartite or bilateral social and economic councils may be formed, as well as other tripartite bodies of social dialogue (committees, commissions, etc.).
