General agreement

The general agreement is concluded between the Cabinet of Ministers of Ukraine, all-Ukrainian Associations of employers' and entrepreneurs' organizations, and all-Ukrainian trade unions and trade union associations.
The general agreement formalises arrangements between the parties to the social partnership, and regulates the main aspects of social and labour relations.
The parties’ powers regarding development and signature of the General Agreement are specified in the Law of Ukraine "On Collective Bargaining Agreements". The same law defines the content of the General Agreement:
• labour guarantees and ensuring gainful employment;
• minimum social guarantees of labour compensation and incomes for all groups and segments of the population to provide a sufficient standard of living;
• the size of the subsistence minimum, minimum standards;
• social insurance;
• labour relations, work and recreation conditions;
• labour safety and environmental protection conditions;
• meeting the spiritual needs of the population;
• conditions for the growth of payroll fund and the establishment of intersectoral ratios in labour commissions.
The provisions of the General Agreement are directly applicable and binding on all entities within the scope of authority of the agreement signatories.
