In 2023, employers paid 300 million hryvnias in administrative and economic fines for not-complying with the employment quotas for people with disabilities. This was announced by Vitaly Muzychenko, General Director of the Fund for Social Protection of People with Disabilities during the presentation of the draft Guide for employers "Employing People with Disabilities", which is being developed by the Confederation of Employers of Ukraine with the support of the International Labor Organization. According to Vitaly Muzychenko, 75% of employers comply with the quota.
"The change in the administration of the system for the analysis of the implementation of the quota, the calculation of administrative and economic fines, compared to the situation last year, is fundamentally different. Previously, if the employer had to independently apply to the Fund for Social Protection of People with Disabilities with reportable information, many enterprises did not submit reports. Today, we have complete data on all employers, based on the data submitted as part of tax reporting for the payment of social security tax," Vitaliy Muzychenko said.
"The change in the analysis algorithm made it possible to create a resource to support employers at the expense of administrative and economic fines. Employers have already paid 300 million hryvnias of fines, which makes it possible to send funds to those employers who want to comply with the regulations and employ people with disabilities," said the general director of the Fund for Social Protection of Persons with Disabilities.
